According to the Resolution of the Government of the Republic of Kazakhstan dated April 4, 2017 No. 167, the state block of shares of the Problem Loans Fund Joint Stock Company was transferred to the ownership and use of the Ministry of Finance of the Republic of Kazakhstan. In this connection, the Problem Loans Fund JSC purchases goods, works and services in accordance with the Law of the Republic of Kazakhstan «On Public Procurements» dated December 4, 2015 No. 434-V, the Rules for Public Procurement, approved by order of the Minister of Finance of the Republic of Kazakhstan dated December 11, 2015 No. 648.

In accordance with subparagraph 8) of Article 1 of the Law of the Republic of Kazakhstan dated December 04, 2015 No. 434-V ЗРК «On Public Procurements», to relations related to the acquisition of goods, works, services by an organization specializing in improving the quality of loan portfolios of second-tier banks, to carry out the types of activities provided for by paragraph 2 of Article 5-1 of the Law of the Republic of Kazakhstan «On Banks and Banking Activities in the Republic of Kazakhstan», the provisions of the legislation on public procurement are not applied.
